The RPAS Pilot (RPASP) works under the direction of the Operational Planning Sergeant and/or the on duty Public Order Commander. The RPASP specializes in public safety and risk assessment related to community events, parades, special events, planned protests, and demonstrations and other related events involving public safety.  

 

The RPASP supports these events by providing overwatch while piloting an RPAS to mitigate risk and create a strategically safe environment for the public and police officers on the ground.

 

The RPASP builds and maintains relationships with partner agencies including BC Legislature Assembly Security, Transport Canada, Nav Canada, the Canadian Forces, Canadian and US Border Protection agencies and partner law enforcement agencies. They collaborate with VicPD’s Community Engagement and Analysis & Intelligence sections to ensure a coordinated and informed response to potential threats, intelligence and community safety planning.

 

Job Description:

• Reports to the Ops Planning NCO and/or the on duty Public Order Commander

• Willingness to make a minimum 5-year commitment to the position

• Successfully obtain and maintain Transport Canada RPAS pilot certification - advanced operations

• Piloting an RPAS in various environments and providing support to other pilots as needed

• Supplemental duty, with the understanding that you may be required to pilot or support the RPAS for deployments during scheduled working hours

• Create Specific Operational Risk Assessments

• Create flight plans to support operations

• Complete Applications for Special Flight Operations

• Perform maintenance of the RPAS

• Maintain a maintenance logs and flight log

• Create detailed notes of flight operations and conduct site surveys

• Recover RPAS in the event of an unforeseen landing or malfunction

• Provide RPAS support police operational plans for special events in the City of Victoria and Township of Esquimalt

• Be a primary point of contact and liaise with Transport Canada and Nav Canada

• Liaison to Nav Canada and Transport Canada

• Assist with Emergency Management planning

• Work closely with the Operational Planning Section

• Maintain knowledge of current laws and regulations relating to RPAS

• Maintain an updated Standard Operating Procedure (SOP) RPAS log

 

Preferred Qualifications:

• Minimum 3 years of policing experience within the Victoria Police Department (completed by January 2026);

• Must be a self-starter with a record of demonstrated initiative;

• Must have the ability to work unsupervised;

• Must be able to work in a team environment and be a team asset;

• Must be able to perform duties in all types of climates;

• Ability to problem solve technical issues;

• Demonstrated flexibility and adaptability;

• Strong organizational, communication and interpersonal skills;

• Strong ability to multi-task and be pro-active with problem solving;

• Have minimal fear of heights;

• Have experience working special duties, protests (GVPSU experience or equivalent surveillance unit experience);

• Working understanding of the Gold/Silver/Bronze command structure;

• Working understanding of physical security and risk mitigation principles;

• Ability to identify threats and risks to the public and police in the scope of public events;

• Demonstrated ability to liaise with partner and outside agencies;

• Demonstrated fluency in basic computer software applications;

• Strong understanding of the laws and VicPD policy regarding privacy and recording data;

• Complete all Transport Canada RPAS pilot certifications and requirements

• Risk Assessment / Threat Assessment training and experience;

• Previous experience in piloting mini or small RPAS;

• Knowledge, experience and/or training in Emergency Management;

 

Career Path Guidelines do not apply to this position, as it is a supplemental duty.
